Registry Cleanup Software Comparison

I get a message whenever i try to open an application which says Common Language Runtime Debugging Services, click ok to terminate application or cancel to debug the application. If i click cancel the message says JIT debugger not found check computer settings. So how do i check the settings and modify them? Do I need to download the Debugger and from which site?
