Windows reapair console will merely put the origional file back there, but it really depends on why you want to do it. do you know wany one with a copy of ERD Commander?, this program can get into windows and do a system restore to an earlier time when windows cant boot, it is a very expensive bit of software tho. Failing that try thru safe mode, and if that dont work, its a format and re-install job, time to cut your losses, important data?, guess you better buy some hankies............ sorry but, thats windows for you..............
